EBT Fraud Ring Dismantled: 5 LA suspects arrested, accused of crimes in Kern, Fresno

In a coordinated operation targeting an organized EBT crime ring, the Kern County District Attorney's Office, along with other agencies, arrested three adults and two juveniles in Fresno. They are accused of the crimes in Kern and Fresno counties.

 

On July 2, 2025, the operation was conducted by the Kern County District Attorney’s Office and the California Department of Social Services EBT Fraud and Theft Detection Unit, and the Fresno Police Department. The operation targeted an organized crime ring accused of skimming EBT card information and illegally withdrawing funds from multiple areas.

 

During the raid, investigators arrested three adults: 41-year-old Camelia Ionia, 44-year-old Vasile Barbu, and 49-year-old Briceag Ionita, along with two juveniles. The suspects, all residents of Los Angeles, face charges including grand theft, money laundering, conspiracy, and altering data to commit fraud.

 

Authorities seized 181 cloned EBT cards, $42,866 in cash, and several electronic devices used in the fraudulent activities.

 

"The District Attorney’s Office is committed to combating EBT fraud, dedicating substantial resources and efforts to this critical issue," stated Kern County DA Cynthia Zimmer. "These criminal acts target vulnerable families who depend on these benefits for their basic needs. We will not allow this in our community and will continue to pursue and hold accountable those who engage in these crimes."

 

The Department of Human Services advises EBT cardholders to take precautions to protect their benefits.

 

Cardholders are encouraged to report thefts in person, online through their BenefitsCal.com account, or via the EBT helpline at 877-328-9677. Eligible individuals can receive a replacement card within 10 business days. Additionally, the department recommends downloading the ebtEDGE Mobile Application (Apple or Android) to manage benefits and frequently reset PIN numbers.
