City fraud investigator busted in identity theft scheme

A city fraud investigator was busted by the feds Thursday with six others for operating a multimillion-dollar identity theft and tax fraud scheme that involved purchasing the identities of children and then using their information to file false tax returns.
Noel Cuello, an investigator with the city’s Human Resources Administration, and his six alleged accomplices were presented in Manhattan federal court following their arrest. Each were charged with wire fraud conspiracy, identity theft and other crimes.
Between at 2009 and spring 2014, through a Bronx tax-preparation business in the Bronx, the defendants and co-conspirators allegedly charged customers a cash fee to prepare and file tax returns that falsely claimed that the taxpayer had one or more minor dependents, allowing them to take advantage of tax breaks. The business filed thousands of bogus returns, resulting in refunds of millions of dollars, the feds say.
